Microenterprise Council of Maryland – 2002 Board of Directors
The MCM Board is comprised of volunteers who work to further the microenterprise industry in Maryland. This is a diversified group of people from locations all around Maryland.
If you are interested in being considered for Board selection, please fill out the Board Application and submit. Full Board meetings are held quarterly with teleconferences and special events in the interim.

Amy Johanson
Amy Johanson is Executive Director of Community Capital of Maryland, Inc. (CCM) a non-profit community development loan fund providing low interest financing to community development corporations, homebuyers and businesses in support of community revitalization and social equity initiatives. She is coordinator of the Maryland CDFI Coalition, a group of organizations certified by the U.S. Department of the Treasury as community development financial institutions.
Before joining CCM, Ms Johanson worked in Maryland local government. In Baltimore County, she served as a Housing Planner, Director of Housing Development and Southwest Community Conservation Coordinator. She was a Program Coordinator for the Prince Georges County Community Development Block Grant program and Special Assistant to the Director of Housing and Community Development.
Ms. Johanson holds a Masters degree in Community Planning from the University of Maryland. She holds a Bachelors Degree in American Studies and Historic Preservation from Goucher College, and is completing a second Bachelors Degree in Electronic Media and Film from Towson University. She has worked as an instructor for Baltimore Youth TV, a creative media-making program for Baltimore City school students.

Paula Klepper
Paula Klepper was a housing and community development professional from 1974 to 1987. She developed thousands of housing units under a variety of Federal programs including HUD Section 236, Section 8, and Section 312.
Her association with Mid-Atlantic Business Finance Company began in 1993. The company is a Small Business Association 504 Certified Development Company, serving Maryland, as well as Kent and Sussex Counties in Delaware. SBA 504 is a subordinate debt program for small business expansion and job growth.
She was on the SBA 504 Trade Organization Board, National Association of Development Companies for six years. Currently, she is President of the Board of Arundel Community Development Services, Inc.
She is a member of the States Maryland Economic Development Assistance Authority, member of the 2002 Class of Leadership Maryland, and founder of Bucktown Village Foundation, Inc.
She received a B.A. from Boston University in Anthropology, an M.A. in Anthropology from University of Wisconsin, Madison, and an MSW from University of Maryland. Her academic honors include nomination to Phi Kappa Phi, Whos Who among Students at American Colleges and Universities, and nomination as a Ford Foundation Fellow.

Rosemarie Dodie Lazzati
Ms. Lazzati took the position as Maryland Capital Enterprise's (MCEs) first Executive Director in March 1999. She has taken the organization from a conceptual stage to a Community Development Financial Institution (certified by the US Department of the Treasury) in 3 short years. MCE is the first microlending program of its kind serving the Eastern Shore of MD.
Ms. Lazzati, a Baltimore native, spent the last 20 years on the Shore in community and organizational development. She developed and served as Executive Director for the Life Crisis Center, a 24-hr response and counseling center for victims of sexual assault and domestic violence. She retired her position after groundbreaking of the Safehome for Victims of Domestic Violence.
Ms. Lazzati has served on numerous local and statewide Boards. She has received many awards for her leadership and community involvement i.e., the State of MD, Giving Heart Award, The Governors Salute to Excellence Award, the Wicomico County Commission for Women Outstanding Young Woman of the Year, and Mercy High Schools Alumna of the Year.

Stephen R. McHenry
Steve McHenry has been the Executive Director of the FORVM for Rural Maryland since February 1998. The FORVM, an independent state agency, was established by the Maryland General Assembly in 1995 to function as the State Rural Development Council under the National Rural Development Partnership Program. Prior to his work at the FORVM, Mr. McHenry was the Director of Legislative Affairs for a statewide local government trade association for twelve years.
Mr. McHenry serves on the Boards of the Partners for Rural America, Inc. (Chair), The Institute for Governmental Service (University of Maryland), and the Maryland Agricultural Education and Rural Development Assistance Fund. Recently, Mr. McHenry was asked by the Maryland General Assemblys Eastern Shore Delegation to help coordinate the establishment of two new regional planning and development councils on the Shore. Also, he is a past Chair of MCM.
Mr. McHenry holds a B.S. in social science (political science) from St. Marys College of Maryland, as well as a masters degree in general administration from the University of Maryland Graduate School of Management and Technology.

Warren S. Rosenfeld, Esquire
Warren Rosenfeld joined Community Ministry of Montgomery County (CMMC) in 2001 to direct Community Ministry Micro-Enterprise, LLC. This technical assistance and lending program helps establish or maintain small businesses in Montgomery County. Mr. Rosenfeld is also the founder of CMMCs Hans Rosenfeld Interfaith Clothing Center. He founded and served as CEO of The Rosenfeld Attorney Network, which was sold to NCO Financial Systems, Inc. He is a managing investor with Daycor Properties, Inc.
Since 1999, he has been a magazine columnist for Thomson Financial, a collection and credit risk magazine. Mr. Rosenfelds professional affiliations, memberships and Boards include: Maryland State Bar Association, DC Bar Association, National Association of Retail Creditors Attorneys, American Bankruptcy Institute, Commercial Law League of America, American Kidney Foundation, Kehilat Shalom Synagogue, Black Rock Center for the Arts; and Action in Montgomery.
Mr. Rosenfeld graduated Cum Laude with a B.A. in Economics, University of Maryland. He received a J. D., 1980, with honors from George Washington University Law School, Washington, DC.

Brenda Link Williams
Brenda L. Williams has served as a Loan Officer and Technical Assistant with ECDC Enterprise Development Group since 2001. In this capacity, she provides technical assistance in the areas of loan processing and underwriting, business plan development, annual business assessments, mentor programming, statistical analysis, loan client management and proposal writing and resource development.
Before joining ECDC, Ms. Williams worked as a U.S. Peace Corps Volunteer, as a Fundraising and Marketing Coordinator with Youth Enhancement Services at Lords Bank, Belize, Central America. Prior to this position, Ms. Williams served as the Rural Community Development Officer, Ministry of Human Development, Women & Youth, Belize City. In this role, she worked with community development strategies, including microenterprise in 21 rural villages.
Ms. Williams is currently a candidate for a Masters of Science in Organizational Development from the School for International Training (SIT), Brattleboro, Vermont. She has been an active community member including a member of Students Involvement in Strategic Planning (SIT), an English tutor, a childrens church teacher, a nursery school provider, and a volunteer crisis counselor.
